What Is Pokémon Bulk?
In the Pokémon TCG hobby, "bulk" generally means cards being handled or sold in quantity instead of pricing and listing every card individually.

A collector might have hundreds or thousands of cards left after opening packs, building decks, or pulling the cards they want to keep. Rather than list every remaining card individually, those cards can be grouped into bulk categories and sold together.
"Bulk" does not mean every card has the same value. Different buyers define their categories differently, and cards such as holos, EX cards, V cards, Illustration Rares, and other higher-rarity cards may have their own separate bulk rates.
Holo and Reverse Holo bulk
Foil cards may be separated from regular bulk because a buyer can offer a different rate for them.
Higher-rarity bulk categories
Some buyers also accept cards such as EX, V, GX, VMAX, VSTAR, Radiant, Baby Shiny, and Illustration Rare / Full Art cards through separate buylist categories.
TCG accessories
A buylist may also include eligible accessories such as jumbo cards, official Pokémon coins, pins, or sealed sleeve packs when those categories are currently active.
Bulk describes how cards are being sold, not that every card has no value.
The purpose of a bulk buylist is to make it practical to sell a large number of cards without individually listing, photographing, pricing, and shipping each card.
Separating cards into the correct categories can matter because the payout rate for one category may be very different from another.
Pokémon bulk can be submitted sorted or unsorted.
With a sorted submission, you separate and count cards using the buyer's current payout categories. This produces a more detailed estimate before shipping.
With an unsorted submission, you provide an approximate count and the cards are classified during processing. Availability and rules for unsorted submissions vary by buyer.

A collection made mostly of commons and uncommons can have a very different bulk value from one with a large number of holos, EX cards, or other higher-paying categories.
